Corvair is a constitutional monarchy, but in practice is governed by Parliament.
The Parliament is made up of two chambers: the Senate and the Deliberative (of the two, the Senate has far more power).
Anyone can be elected to the Deliberative, and its members are chosen by populate vote (with universal suffrage, since women were given the vote in Corvair about a decade ago).
The Senate on the other hand, is elected by (and composed of) members of the Patrician class.
Both the Senate and the Deliberative are involed in making new laws, but the Deliberative mostly just passes (or sometimes delays) the legislation presented by the Senate.
The Senate is responsible for appointing new judges, and also selects the members of the executive body the actually governs Corvair (known as the High Council).
